Yesterday, the Ontario government announced its plan to introduce legislation to force contracts on the teachers' unions whether they like it or not (hint: they don't). Of course, being a minority government, the Liberals are taking quite a risk that the bill may not pass. There are two bye-elections going on as we speak, and their outcome could possibly give the Ontario Liberals a majority in the house. Needless to say, this fact has not escaped the notice of the teachers' unions, who are pulling out all the stops in an attempt to prevent the Liberals from winning a majority. Here's a recent broadcast e-mail from the Waterloo Region high school teachers' union, one of the ridings where there is a bye-election.

As you have probably heard by now, Education Minister Laurel Broten announced yesterday (Thursday August 16) that the government is threatening to introduce legislation to force the terms of the OECTA deal on all of us. The proposed bill would force a 2 year pay freeze, and a grid freeze (or some grid movement for those still on the grid, paid for by 3 unpaid days off in the second year). It would end the retirement gratuity and the banking of sick leave, and reduce the annual number of sick days to 10. It includes a so-called 'fair hiring practices' section, which will in fact make it more difficult for OT's to get LTO assignments and be eligible to get contract positions. Among the more insidious provisions of the proposal include clauses that would allow the government to extend the terms beyond two years without further legislative action, and a 'no-strike/no-lockout' provision, essentially stripping us of our collective bargaining rights. This attack on free collective bargaining must not be allowed to stand. We will not be intimidated by the desperate bully tactics of this government, as they try to manufacture a crisis where none exists. We will not succumb to the government's 'divide and conquer' strategy; we will remain united. We continue to work in concert with our other education union partners who have not given in to threats. We will continue, as we have always done, to bargain within the provisions of the Ontario Labour Relations Act, and we will work to achieve the best possible collective agreements for our members, as we have always done.
We suspect that a large part of the reason for the current attempt to misrepresent us and appear 'tough on the teacher unions' is the government's desire to win a majority on September 6th. In order to send the government a clear message that their tactics and their proposal are not acceptable, we urge all of our members in Kitchener-Waterloo Riding to get out and vote for NDP Candidate Catherine Fife, and deny the McGuinty government its coveted majority. And, for any of our members, we encourage you to give some of your time in the next 2 weeks to help the campaign. You can contact Catherine Fife's campaign office directly, and volunteer. In the meantime, please be assured that OSSTF is working hard to protect your interests in this difficult time.

Keep Calm, and Carry On.

If the teachers' unions are successful in determining the outcome of the two Ontario bye-elections, they are effectively running the province.

That said, how would the unions stopped the legislation from being passed?  Just wondering, since the Conservatives will vote in favour, and probably a few NDP MPPs, to pass the legislation, Putting Students First Act.

It speaks volumes that the NDP have become the default choice for the teacher unions, I think.

Given their newfound bitterness to McGuinty and Hudak’s likely unwillingness to play nice with them the unions have pretty much burned through their political clout.  Even if the NDP win in both by-elections they’ll not be in power anytime soon.  That leaves the unions having to deal with two other parties they’ve seemingly declared war on.

McGuinty, warts and all, is probably the best the unions can hope for so their efforts to demonize him could lead to some interesting blowback.

POSTED ON BEHALF OF AN ONTARIO TEACHER

union members should be free to vote their conscience, so i would reject this memo even if they were saying vote PC, Liberal etc…,

If the NDP wins KW, Andrea horwath is strengthened and McGuinty loses.

If Catherine Fife, by far the strongest candidate, takes enough votes from Davis (Liberal) to throw the election to the Tories, the result is the same, no majority for McGuinty. Teachers just as happy because McGuinty still needs Horwath or hudak to pass anything.

BTW, I expect that the Waterloo teachers are only half of it. The central offices of the teachers’ unions will have put as much money as legally possible behind Fife and also released some provincial staff to work full time on her campaign.

Hopefully there won’t be a backlash when the citizens of Waterloo see their candidate so beholden to the teacher unions..

Did you say some provincial union staff are working fulltime on her campaign?

I think it’ll be cool if the union efforts throw the riding to the hated Cons; that’d be cutting off one’s nose to spite one’s face, given the Con view of teachers wink

It is far better for the teachers if the PCs win rather than the Liberals. The only issue in the election is majority or minority. A PC or an NDP win will do the trick. Both put Andrea Horwath back in the driver’s seat. Of ourse the teachers can secure a Tory victory by voting NDP. Whereever the NDP goes up 10 votes, 7 come awy from the Libs and 3 from the Tories. This is well known to political scientists.

To Ontario teacher; of course teachers should be free to vote how they please, nobody follows them to the ballot box but the Supreme Court has found on 2 occasions, unions are perfectly free to spend money on whatever politics they choose.

The only way to pass a constitutional bill to restrict unions political participation is to restrict corporations participation in the same law. The Supremes believe the 2 must be kept in balance.

” unions are perfectly free to spend money on whatever politics they choose.”

Oh no they’re not! Unions, at least in the manufacturing sector are only free to spend money where ever they want WITH the support of the paying members.

When was the last time the teacher union brain trust gave its members a choice of how their dues are spent?

Crickets chirping.

Nice spin though Doug.

As an added bonus the unions can claim that if either the NDP OR the Cons win it’ll be proof teachers swung the vote wink

Indeed the unions can spend money, and pay members to campaign for, a particular candidate, however I’d question why Fife needs help parachuted in, and paid for, by the unions if she’s such a strong candidate in her own right.  Volunteers, local riding association?  Someone so strong should be awash in locally generated support, no?

excaim  Teacher unions are no different in Quebec. The Caquistes (under Legault) want to abolish all anglophone schoolboards. The Pequistes (under Marois) want to seperate and/or extend the language provsions of Bill 101 to the CEGEPS effectively denying anglophones education in their own language. The Liberals (under Charest) are a spent force.

It is a critical by election deciding if we have a majority or a minority. Every party, PC, LIB, NDP even Green will be sending their very best managers, recruiting crack canvassers from surrounding ridings, financing to the legal limits etc. Hardly confined to Fife.

Posted by Malkin Dare on 08/19 at 03:53 PM

Probably true, however in this case we’re discussing a particular group of unions dumping both money and paid staff into Fife’s campaign.

Interestingly enough there’s now some evidence the Cons are likely to support some version of the Liberal bill so whether or not the Libs get a majority or not may less unimportant.  I suspect neither the Libs nor the Cons are overly worried about butting heads with the teacher unions just now.
